Basic requirement is an extra-smooth paper on which ink doesn't spread, and on which nibs work smoothly. Also, the paper should not distort when ink washes are applied.
'Ivory Board', as its called in Indian art supply stores, is pretty good, although it still is just a little bit rougher than the Japanese paper that manga authors use. Anyway, it works good enough. Comes in large sheets. From each sheet, you can make 5 A4 sheets. Its actually used for making visiting cards and things like that, and not really for drawing, but it serves the purpose.
A cheaper option is the simple A4 size school drawing notebook made by ITC, called 'Classmate'. The paper used for it is surprisingly good and quite cheap too. A 40 page book costs Rs.20, so that's 50 paise per A4 page.
